The ALS Safety Manager oversees all safety matters at the Facility, ensuring that Integrated Safety Management (ISM) is incorporated in all aspects of work. This encompasses both the work of the ALS and matrixed staff and the studies performed by outside Users utilizing the capabilities of the ALS. Roles and responsibilities involve a wide breadth of expertise, especially centered around radiological, biological, chemical and electrical issues. This position requires the creation of new policy and procedures in response to ongoing changes in regulatory and operational demands. The Safety Manager supervises a small group of specialists to ensure that they can offer the necessary breadth of support required by the range of safety issues associated with running a Synchrotron User Facility.
This position will be filled at a Level 1 or 2 depending on the skills, knowledge, and experience of the candidate.
What You Will Do:
Manage the ALS safety program, with the overall responsibility of ensuring that Integrated Safety Management (ISM) is incorporated into all work planning processes for both staff and Users.
Act as the ALS representative on all outside and institutional reviews or audits involving safety processes.
Participate in ALS Review Committees (Accelerator Review Committee, Beamline Review Committee, Technical Review Committee [as chair], ALS Radiation Review Committee, ALS Safety Committee [as chair])
Act as the ALS As Low As Reasonably Achievable (ALARA) officer, monitoring radiation surveys and dosimetry reports and making recommendations to the ALS Radiation Safety Committee to reduce potential dose to staff.
Conduct reviews of all safety-related incidents, performing a causal analysis and generating corrective actions to prevent repeat occurrences. This will involve the Unreviewed Safety Issue (USI) process with incidents involving radiation safety.
The ALS operates on a 24/7 basis. The Safety Manager must be available to respond to urgent safety-related issues at all times.

As for the previous ones, the following tasks apply to both levels 1 and 2. A level 2 manager will be expected to perform them with minimal line management involvement:
Oversee the division’s Work Planning and Control (WPC) Activity Manager process for work authorization of ALS and matrixed staff
Oversee the User ISM process Experiment Safety Assessment Form (ESAF) that ensures a thorough analysis of all proposed studies and strives for creative, rapid solutions to specific hazards that allows Users to complete their experiments in a safe manner. The Safety Manager has final approval on all User experiments.
Supervise the ALS Procedure process. Ensure that all Procedures are updated to reflect changes in lab policy, findings/corrective actions, or changes in ALS operations.
Oversee the ALS training program.
Provide final sign-off for Annual Beamline Safety Inspections.
Supervise a team of specialists with the appropriate expertise and experience to provide timely assistance to ALS staff and Users.
Interact with Division Safety Coordinators (DSC) from other divisions to ensure that their personnel matrixed to the ALS are appropriately trained, supervised and authorized to perform their tasks in a safe manner.
Perform annual Self Assessments to satisfy institutional and LBNL Radiation Safety Committee requirements.
Serve as the ALS DSC with all roles and responsibilities assigned to the position by LBNL.
Provide support and Quality Assurance oversight of all aspects of operational radiation safety.
Additional Responsibilities as needed:
Participate on LBNL lab-wide safety committees.
Track proposed changes to LBNL safety policy that may impact ALS operations. Proactively plan for these changes to generate solutions to minimize the impact.
What is Required:
PhD preferred in a scientific discipline or the equivalent work experience and extended experience working in a research situation.
Experience working with safety programs in a DOE environment or similar federal agencies, with a breadth of experience in radiological, chemical, electrical and biological hazards and controls.
Established leadership in safety management
Established experience in incident review and causal analysis.
Experience working with scientific and technical staff, and communicating with people from diverse geographic backgrounds and work experience.
Significant experience in utilizing the principles of ISM in developing safety protocols from division-wide procedures to individual experimental plans.
Technical writing relating to safety issues including, procedures, incident review or lessons learned.
Proven excellent organization and multi-tasking skills, and ability to work in a fast-paced environment to establish priorities and perform multiple projects simultaneously
Demonstrated initiative and ability to plan, anticipate and identify needs, assess and resolve complex problems, develop and coordinate plans to accomplish objectives. Proven problem-solving skills and analytical ability to recommend and implement solutions to complex safety problems.
In addition to the above, required for a Level 2:
Experience as a supervisor or team lead.
Proven excellent organization and multi-tasking skills, and ability to work in a fast-paced environment to establish priorities and perform multiple projects simultaneously with minimal line management involvement.
Demonstrated initiative and ability to plan, anticipate and identify needs, assess and resolve complex problems, develop and coordinate plans to accomplish objectives. Proven problem-solving skills and analytical ability to recommend and implement solutions to complex safety problems with minimal line management involvement.
Experience with Work Planning and Control systems for work authorization.
Previous work in DOE accelerator complexes as either staff or as a User.
Experience with the Accelerator Safety Order and associated Guidance
This is a full-time career appointment, exempt (monthly paid) from overtime pay.
